In accordance with the new regulations, military commissariats will conduct medical examinations of conscripts, as well as carry out psychological selection and meetings of the draft commission throughout the year. The dispatch of conscripts for service will occur, as before, twice a year — from April 1 to July 15 and from October 1 to December 31.
According to the adopted law, summonses to conscripts will be sent at any time during the year, without being tied to specific months.
The initiators of this initiative claimed that it is aimed at "relieving" military commissariats. The explanatory note emphasizes that this law will allow for a more even distribution of the load on draft points and improve the quality of conscription of citizens for service.
Changes were made to the draft law for the second reading. One of them was the limitation of the validity period of electronic summonses issued by military enlistment offices to 30 days. Previously, such summonses were valid without time restrictions, which meant that the military enlistment office could schedule an appearance several months later, while the conscript could not leave the country. The 30-day limitation, according to military lawyers, "will prevent excessive restrictions on freedom of movement," while ensuring the promptness of the conscription process.
