The President made changes to laws related to healthcare and education

President Sadyr Japarov has approved the law "On Amendments to Certain Legislative Acts of the Kyrgyz Republic in the Field of Health and Education," which was adopted by the Jogorku Kenesh on September 24, 2025. This was reported by the press service of the president's administration.

This law makes adjustments to the existing laws "On Education," "On Public Health," and "On the Protection of Citizens' Health in the Kyrgyz Republic."

According to the new provisions, an internship is introduced as a form of postgraduate professional education in the laws "On Education" and "On the Protection of Citizens' Health." Additionally, the second part of Article 42 of the Law "On Public Health" has been amended: the provision regarding the creation of a state reserve of vaccines, which was to be at least six months of the annual need for preventive vaccinations based on epidemiological indications, has been removed. This decision was made due to the difficulty in predicting disease outbreaks, which could lead to ineffective vaccine purchases and, consequently, additional costs and environmental risks associated with the disposal of unused medications.

Furthermore, the law clarifies that the right to engage in private medical practice in certain areas will only be granted to those specialists who have worked for at least five years in state or municipal health institutions, with the exception of certain categories mentioned in part 5 of Article 16 of this Law. The list of these types of medical activities will be determined by the relevant state authority.

It is also clarified that the procedure for conducting private medical practice will be regulated by the Cabinet of Ministers of the Kyrgyz Republic.
