
The hydroelectric power station is located at the mouth of the Kara-Suu River, which flows into the Naryn, in the territory of the city of Kara-Kul in the Jalal-Abad region.
The power station is equipped with two hydro units with a total capacity of 18 MW.
The average annual electricity generation is 104 million kWh, which will reduce the electricity deficit in the country by approximately 2.5% and enhance the stability of energy supply for Kara-Kul and the Toktogul hydroelectric cascade.

The project, with a budget of 25 million dollars, was implemented by a domestic investor - LLC "Zhagalmai". According to the terms of the agreement, the hydroelectric power station will be transferred to the state after 15 years of operation.

According to the president, the construction of the hydroelectric power station was planned to be completed in the first quarter of 2026, but the work was finished five months ahead of schedule, which is the result of the coordinated efforts of all project participants.

The president expressed hope that in 2.5 years Kyrgyzstan would be able to fully provide itself with electricity, eliminating the need for imports. He also urged citizens to be patient in light of the current electricity deficit during the winter period.
After the ceremony, the president met with the residents of Kara-Kul and discussed issues related to the development of urban infrastructure, including the construction of multi-storey housing, the reconstruction of the stadium and amphitheater, the renewal of engineering communications, as well as the construction of new social facilities. He announced that a project for the construction of a modern residential complex would be implemented on a 10-hectare plot through the State Mortgage Company and instructed to consider the renewal of the "Energetik" park and the necessity of building educational institutions.
