In emergency food situations, the Cabinet has the right to regulate prices and food exports, - law on food security

- The President of Kyrgyzstan, Sadyr Japarov, approved the draft law "On Amendments to the Law on Food Security."

This law was adopted by the Jogorku Kenesh on September 18, 2025, and introduces new definitions and management mechanisms.

The document clarifies key terms and adds new ones, such as "food crisis," "emergency food situation," "healthy nutrition of the population," "state food reserve," and "import substitution."

Food security is defined as a situation in the economy where the country ensures its independence and guarantees the availability of essential food items both in physical and economic terms, in accordance with physiological consumption norms.

It is specified that food independence cannot be considered ensured if the annual production volume of essential food products is less than 80% of the annual needs of the population.

In the event of emergency food situations, the Cabinet of Ministers will be empowered to introduce regulatory food distribution, establish fixed prices, as well as regulate exports and imports, including state price control measures.

Furthermore, the law mandates the Cabinet of Ministers to ensure the creation of state food reserves, the development of import substitution, and the coordination of actions to ensure food security and nutrition.

The new law will come into effect ten days after its official publication.
