Deputy Umbetaly Kydyraliev expressed concern regarding the existence of fines for missed subjects in universities at a meeting of the Jogorku Kenesh on December 25. 

Acting Minister of Science, Higher Education, and Innovation Gulzat Isamatova confirmed the existence of such practices in some educational institutions. 

“So, when paying the fines, the debt is automatically canceled?” - the deputy clarified. 

“No, it is also necessary to eliminate all academic debts for that,” - Isamatova replied. 

“My colleague mentioned indulgence in education. How do you understand this concept?” - the deputy asked. 

The acting minister explained: “It is the exemption from temporary penalties for already forgiven offenses, as well as a document that certifies such exemption, which was sometimes sold for money or achievements, which became one of the reasons for the need for reforms.” 

“Absolutely correct. However, the principle of indulgence should not have a place in the educational sphere. This is an extremely incorrect approach. Our youth should have access to quality education,” - Kydyraliev emphasized.
