- On December 24, 2025, during a plenary session of the Jogorku Kenesh, Deputy Erulan Kokulov expressed his disagreement with the proposal to lift the ban on the import and sale of vapes.

He emphasized that this law was enacted to protect the younger generation and preserve their health.

“We don’t need your taxes. You are obliged to comply with the law we have implemented. If you claim to be fighting against smuggling, that is your responsibility, and you must deal with it,” Kokulov stated.

The deputy also noted that even small children are starting to use electronic cigarettes, as they do not have the smell of traditional cigarettes, making them particularly attractive and dangerous for teenagers.

Earlier, Deputy Dastan Bekeshev proposed lifting the ban on the import and sale of vapes, which was supported by the head of the State Tax Service, Almambet Shykmamatov, citing potential tax revenues.

At that time, the parliament was discussing the draft law “On Amendments to Certain Legislative Acts of the Kyrgyz Republic in the Field of Taxation, Social Insurance, and Non-Tax Revenues.”

The ban on the import and sale of electronic cigarettes in Kyrgyzstan has been in effect since July 1, 2025.
