- At the meeting of the Committee of the Jogorku Kenesh on constitutional legislation, state structure, local self-government, and regulations, held on January 13, 2026, deputy Kubanychbek Samakov raised questions about the transfer of state and municipal services to private legal and physical entities. He also requested clarifications regarding the list of services that are planned to be outsourced.

Deputy Minister of Economy Choro Seitov explained that this concerns only partial outsourcing of certain service functions, not a complete transfer of services.

Samakov inquired about the existence of a list of legal and physical entities willing to provide these services, but received a response that such a list does not currently exist.

The deputy expressed concerns that transferring functions to private companies could lead to an increase in service costs for citizens.

Choro Seitov confirmed that current services are provided at cost price, and if functions are outsourced, the cost will indeed rise.

This meeting was part of the discussion on the draft Law "On Amendments to the Law of the Kyrgyz Republic 'On State and Municipal Services'" at its first reading.
