According to the explanatory note, the state currently provides many services for free, but budgetary constraints do not always allow for meeting the demands of all citizens in need of these services.
Choro Seitov noted that legal services provided by state institutions could also be performed by private notaries. He suggested transferring other services, such as transportation, to private contractors. The quality of these services will be monitored by the relevant authorities, and a specific list of services and requirements for contractors will be established through the adoption of subordinate legislation.
It is expected that outsourcing these services will allow entrepreneurs to enter a new sector and create a separate business focused on the population and commercial entities. We are opening the market by changing the traditional approach where everything was done by the state.“Certain requirements will be established for individuals and organizations, such as the presence of qualifications and appropriate facilities—these aspects will be detailed in the subordinate legislation,” clarified Seitov.
Deputy Kubanychbek Samakov noted that the current legislation already provides the possibility for private legal entities to provide state and municipal services.
“What is the difference if these norms already exist?” he asked.
“We propose a broader understanding of this norm. For example, if a service is large and labor-intensive, then part of it may be transferred to a private company to reduce the burden on the state body. If a citizen wants to receive a service faster, they can turn to a private contractor who will complete a specific part of the work,” replied the deputy minister.
Samakov also expressed concern that this might lead to an increase in service prices, as private companies aim for profit.
“This bill implies a change in tariffs for both state and private services. State bodies report that they provide services at cost price, which does not cover their expenses,” noted Seitov.
“Thus, is an increase in tariffs for state services expected?” the deputy asked again.
“This is related to the need to improve the material and technical base,” the official replied.
“Should citizens cover these expenses? People already face various barriers when obtaining state services, and now there will be an increase in prices,” emphasized the parliamentarian.
The deputy also pointed out that the quality control of services provided by private contractors will be carried out by state bodies.
“I don’t understand the logic: you outsource services, then you check their quality yourself and simultaneously increase tariffs. What’s the point?” expressed the deputy's bewilderment.
Seitov explained that the bill provides for the possibility of changing tariffs for state services to improve the material and technical support, which should enhance the quality and increase the volume of services provided.
“The bill states that the cost of services should not exceed their cost price. However, you claim that it will rise to improve the material and technical base. It turns out that one provision contradicts another,” pointed out Samakov.
Seitov promised to take the deputy's remarks into account.
“State bodies regularly review tariffs for their services, as the cost of many of them has not been updated for 10-15 years, while the cost of living is rising. Therefore, it is necessary to update the tariff structure, which will also affect the cost of services,” he added.
