The Housing Committee considers a bill to attract $31.8 million for the construction and major renovation of veterinary laboratories.

- At the meeting of the Committee of the Jogorku Kenesh on Agrarian Policy, Water Resources, Subsoil Use, Ecology, and Environmental Protection, held on January 12, 2026, the deputies discussed in the first reading the draft law on the ratification of the agreement on financing and a grant for the implementation of the first phase of the "One Health" program in the Kyrgyz Republic.

Deputy Minister of Agriculture Zhanibek Kerimaliev provided information about the project.

According to him, the draft law involves attracting $31.79 million in international financing. This includes $30 million in the form of a loan and $1.79 million as a grant from the International Development Association and the International Bank for Reconstruction and Development. These agreements were signed on July 11, 2025, in Bishkek.

“The loan is issued for a period of 50 years with a 10-year grace period and a zero interest rate. No additional costs from the republican budget are planned,” Kerimaliev specified.

He also noted that the project is being implemented within the framework of the regional "One Health" program and aims to prevent pandemics, improve the resilience of food systems, and protect ecosystems. Key areas include strengthening epidemiological control over diseases in humans and animals, combating zoonoses, preventing antimicrobial resistance, and enhancing food safety.

As part of the project, it is planned to build two major veterinary laboratories and carry out major repairs of seven district laboratories.

Deputy Tursunbaev (district No. 15) asked about the location and cost of constructing these laboratories.

In response, the director of the Veterinary Service and Animal Husbandry Development, Adilet Sotovaldiyev, reported that the two laboratories will be built in the Kadamjai and Aksy districts.

Deputy Minister Kerimaliev added that part of the agricultural products cannot pass export control due to the lack of necessary certificates. Conducting toxicological and parasitological studies in the new laboratories will allow for the issuance of the required certificates and expand export opportunities.

Deputy Tursunbaev emphasized the importance of the effective use of grant funds, as the amount of $30 million is significant.
