The EBRD had previously implemented two phases of the project "Rehabilitation of Water Supply and Sewerage Systems in the city of Osh," within which the second stage of the treatment facilities was modernized with a capacity of 80,000 cubic meters per day.
Currently, the city has central sewage only at 60%, leaving a significant number of residents and social facilities without connections due to the maximum load of the second treatment complex.
The new project involves the modernization of the first treatment complex, which was built in 1965 and had a capacity of 20,000 cubic meters per day, but ceased to operate in 1978.
The European Bank for Reconstruction and Development will allocate 8.3 million euros for the implementation of the project, of which:
- 4 million euros — a loan from the EBRD;
- 3 million euros — a grant from the European Union, provided from the funds of the Investment Fund for Central Asia;
- 1.3 million euros — a grant from the Green Climate Fund of the EBRD.
The loan is provided for a period of 15 years at an interest rate of 1% per annum with a 4-year grace period. The expected duration of the project implementation is three years.
Upon completion of the discussion, the deputies approved the agreement in the second reading.
