Dastan Bekeshev Reminded of Past Failures When Public Services Were Outsourced

Dastan Bekeshev, a deputy of the Jogorku Kenesh, expressed his concerns regarding the possible transfer of state and municipal services to private companies. He noted that this could jeopardize the security of citizens' personal data.

Today, January 13, during the first reading, a draft law was reviewed that proposes outsourcing part of the services provided by state institutions.

Bekeshev emphasized that although outsourcing is already provided for in the legislation, previous experiences have been unsuccessful.

He stated: "I am not against outsourcing in general, but it is important that the law is adopted with the right conditions. Strict requirements must be imposed on private companies and individual entrepreneurs. We have already had a case where the city administration transferred garbage collection services to a private firm, and the results were disappointing. Additionally, car towing services were handed over to a private company, which led to price increases up to 3000 soms for towing, and thanks to the prosecutor's office, this practice was canceled. The registration of mobile devices by IMEI was transferred to an international company that ultimately disappeared without fulfilling its obligations to the employees. Therefore, it is necessary to establish clear qualification requirements for those who will service state and municipal services. What will happen if such a company disappears with our data?" added Bekeshev.

The Cabinet of Ministers presented a draft law that will allow private contractors to provide certain state services. Deputy Minister of Economy Choro Seitov noted that this measure is aimed at reducing the administrative burden on government agencies. According to him, tariffs may increase by 10%.
