
The bill also provides for the mandatory possession of a driver's license for mopeds.
Today, January 13, the Committee of the Jogorku Kenesh, which deals with issues of law and order, the judicial system, the fight against crime and corruption, held the first reading of the bill "On Amendments to Certain Legislative Acts of the Kyrgyz Republic on Ensuring Road Safety".
It is proposed to increase the period of license suspension for driving under the influence of alcohol: from one year to two, and in the case of a repeat offense — up to four years.
In addition, the responsibility for refusing medical examination is being strengthened: instead of short-term arrest, long-term license suspension may be applied. For those who repeatedly drive a vehicle while intoxicated without a license, it is planned to introduce administrative arrest.
If driving under the influence leads to injuries or fatalities, the punishment will be stricter according to criminal law, including long prison sentences and mandatory deprivation of the right to drive vehicles.
As explained by Deputy Minister of Internal Affairs Oktobyr Urmambetov, the bill also proposes the introduction of a mandatory driver's license of subcategory "A1" for operating mopeds. This, according to the developers, should improve discipline among drivers and reduce the number of traffic accidents.
