The bill proposes amendments to several codes, including the Criminal and Criminal Procedure Codes, as well as the Code of Offenses and the Traffic Law. The initiator was the Cabinet of Ministers, and the changes were developed within the framework of the president's decree concerning road safety.
Deputy Minister of Internal Affairs Oktobyr Urmambetov presented the bill and noted that the proposed changes include:
- increased liability for drivers responsible for traffic accidents that result in the death of one or more people, if they were under the influence of alcohol or drugs;
- the abolition of the provision for exemption from liability through reconciliation with the victim;
- the exclusion of the possibility of probation for those who caused a fatal traffic accident;
- increasing the term of administrative arrest for driving under the influence to 20 days;
- equating mopeds to motor vehicles, requiring their drivers to have a category A1 driver's license;
- increasing the terms of arrests and the amounts of fines for many other violations.
As a result of the discussion, the concept of the bill was approved by the deputies.
