The Ministry of Economy initiates the simplification of rules for state and municipal services
At a recent meeting of the committee of the Jogorku Kenesh responsible for constitutional legislation and local self-government, a draft law concerning amendments to the Law "On State and Municipal Services" was presented.
The document, announced by the Deputy Minister of Economy and Commerce Choro Seyitov, aims to reduce bureaucratic barriers and improve the efficiency of public service delivery.
According to the innovations, state and municipal institutions will be able to transfer the execution of services or their individual stages to private legal and physical entities without using the mechanism of state procurement. The specifics of such a process will be determined by the Cabinet of Ministers, while control over pricing and compliance with standards will remain with the state.
In addition, the draft law introduces a ban on requiring citizens and businesses to provide documents and certificates that are already held by government agencies and can be obtained through the inter-agency electronic interaction system "Tunduk".
The document also proposes to simplify the standards for providing state and municipal services by reducing the number of mandatory requirements and freeing them from the need for approval of administrative regulations, which will enhance the significance of the internal regulations of government institutions.
In a separate part of the draft law, the procedure for providing paid public services is clarified: free services will be provided within the framework of state orders, while services exceeding the established quota may be provided on a paid basis. For certain categories of services, the possibility of setting prices above cost is provided, which contributes to the renewal of the material and technical base and improves the quality of services.
