Government agencies continue to demand certificates despite the Digital Code — Dastan Bekeshev

The deputy emphasized that the Ministry of Internal Affairs and the Ministry of Justice continue to use paper documents


At a meeting of the committee of the Jogorku Kenesh, Dastan Bekeshev expressed dissatisfaction that state and municipal institutions still require citizens to provide certificates and copies of documents, despite the adoption of the Digital Code.

He noted that the Digital Code states that if a document exists in electronic format, it does not need to be provided in paper form. However, according to him, government agencies continue to ignore this requirement.

As an example, Bekeshev cited the situation with the Ministry of Internal Affairs, which, when licensing taxi drivers, requires a certificate of no criminal record and a copy of the passport, even though the Ministry itself issues this certificate.

“Why should citizens provide a certificate that the government agency can obtain itself? Why was the Digital Code adopted then?” — the deputy asked rhetorically.

He also added that many agencies explain their actions by the lack of access to the "Tunduk" system, which is why they continue to shift the bureaucratic burden onto citizens.

Bekeshev also mentioned the Ministry of Justice, where for the registration of homeowners' associations (HOAs), each resident is required to provide an extract from the State Cadastre confirming ownership of the apartment. As a result, for the registration of one HOA, residents are forced to spend significant amounts on obtaining these certificates.

He noted that this situation looks particularly absurd against the backdrop of the fact that the Minister of Justice, Ayaz Bayetov, heads the commission for debureaucratization.

In this regard, Bekeshev proposed not only to enshrine a ban on the requirement for unnecessary certificates in legislation but also to introduce liability for government and municipal structures for violations of this ban.
