The Ministry of Economy has presented a draft law on the outsourcing of certain state and municipal services to private companies.
At a meeting of the Jogorku Kenesh Committee on Constitutional Legislation, Deputy Dastan Bekeshev recalled the unsuccessful experience of outsourcing state and municipal services.
Speaking at the discussion of the draft law, he noted that while outsourcing is not the worst idea, adopting the document in its current form without clear criteria for private companies and individual entrepreneurs would be inappropriate.
Bekeshev cited examples where the city administration outsourced garbage collection, which led to numerous conflicts and difficulties. He also mentioned a case involving car towing, where the functions of the State Traffic Safety Department were handed over to private companies, and the cost of towing reached almost 3,000 soms, ultimately resulting in the cancellation of this practice after intervention by the prosecutor's office.
Additionally, the deputy spoke about problems with the registration of mobile devices by IMEI codes, when a company with signs of fraud operated and disappeared without paying its employees' salaries.
He emphasized that the law should contain clear requirements for the qualifications of contractors, mechanisms for accountability in case of their inefficiency, as well as rules for the protection and storage of citizens' personal data.
Dastan Bekeshev reported that he has sent his recommendations for improving the draft law and expressed hope for their support from colleagues in the process of further discussion.
The draft law from the Ministry of Economy and Commerce proposes the possibility of outsourcing state and municipal services, as well as individual stages of these services, to private organizations and individual entrepreneurs.
