According to the initiator, the high level of alcohol consumption is one of the main social and medical problems negatively affecting the health of the nation.
The constant consumption of alcohol leads to increased mortality, destroys social connections, and contributes to the rise of crime, domestic violence, and divorces.He stated that the introduction of such a ban would help reduce the level of criminal acts and violence related to alcohol, as well as protect the health of the population, decrease cases of alcoholism, and the number of crimes committed under the influence of alcoholic beverages.
The ban on the sale of alcohol will be in effect from 11:00 PM to 08:00 AM the following day, with the exception of the following cases:
- Retail sale of alcohol carried out by agricultural organizations and individual entrepreneurs providing catering services;
- Sale of beer, cider, mead, and similar beverages by individual entrepreneurs within the catering sector;
- Retail sale of alcoholic beverages in duty-free shops for individuals leaving the territory of Kyrgyzstan.
