In Kyrgyzstan, the last settlement colonies are being liquidated

The Ministry of Justice of Kyrgyzstan has announced the decision to close the last six settlement colonies, which no longer meet modern requirements.

This initiative is part of a broader reform aimed at debureaucratizing government management.

The liquidation process has been gradual. In 2025, amendments were made to the relevant Codes and regulatory legal acts, marking the beginning of the closure of the first group of settlement colonies.

On January 28, 2026, a decision was made to liquidate the second group of institutions, including institutions No. 26, 42, 43, 44, 45, and 52.

The law dated July 31, 2025, No. 181 became the legal basis for these changes, excluding settlement colonies from the Criminal Executive Code of the Kyrgyz Republic.

The reform aims to create a more modern approach with rational use of state resources and respect for the rights of employees of the liquidated institutions, without duplicating functions with probation.
