
The Ministry of Justice has published a draft resolution concerning amendments to the existing law "On Measures for the Protection and Defense Against Domestic Violence," adopted on July 16, 2025, under number 417. This document has been submitted for public discussion.
The aim of the development is to implement the law of October 15, 2025, No. 214, which proposes the introduction of an electronic monitoring system for individuals who have committed acts of domestic violence.
According to the proposed amendments, electronic and other technical means of control will be applied to offenders, aimed at ensuring compliance with temporary protection orders, as well as adherence to court prohibitions and restrictions.
The key objectives of the new project include:
- improving the protection of victims of domestic violence;
- creating a legal framework for electronic monitoring;
- preventing repeated acts of violence and harassment;
- implementing digital methods of crime prevention.
The proposed draft resolution includes:
- approval of the procedure for implementing electronic monitoring;
- defining mechanisms for interaction between the Ministry of Internal Affairs and justice authorities;
- establishing a unified procedure for monitoring compliance with temporary protection orders;
- developing a new form of temporary protection order considering digital technologies.
The project was developed by an interdepartmental working group, which included representatives from the Supreme Court, the General Prosecutor's Office, the Ministry of Internal Affairs, the Ministry of Digital Development, the Probation Department, and experts from the international program JUST4ALL.
