At the meeting held on February 27, the Chairman of the Supreme Court of the Kyrgyz Republic, Mederbek Satyiev, summarized the work of the courts in the Osh region for the year 2025.
The event was also attended by Supreme Court judges, including Bolotbek Batyraliev, Lepes Temirbekov, Bakyt Usubaliev, Kumushbek Joomartov, and Bolotbek Akmatov, as well as the advisor to the chairman, Ruslan Myrzalimov, the director of the Judicial Department, Bakyt Kurmanaliev, the director of the Higher School of Justice, Erkinbek Toktomambetov, and the chairman of the Osh Regional Court, Erlan Asanov, along with judges from local courts.
Satyiev emphasized that the quality of justice depends on the professional level of judges, their internal responsibility, and their ability to apply laws consistently and accurately. He highlighted the importance of unified judicial practice to ensure stability in law enforcement and to increase citizens' trust in the judicial system.
He urged judges to carefully and objectively consider cases, noting that judicial acts must not only be lawful but also justified. Justice, he said, is a key indicator of the rule of law and a guarantee of the protection of citizens' rights.
The Chairman of the Supreme Court also criticized a recent incident in the administrative court of the Osh region related to salary payments to non-existent individuals. He characterized this as a serious violation that threatens the state budget and is subject to criminal liability.
During the meeting, Erlan Asanov presented a report on the work of local courts, stating that in 2025, 45,870 cases were registered, of which 42,422 were considered. In comparison, in 2024, this figure was 39,734 cases, indicating an increase in workload by 6,136 cases.
Additionally, in order to eliminate violations by various institutions, 86 private rulings were issued by city and district courts.
Satyiev expressed gratitude to judges and chairpersons of local courts for positive results and a high level of approval of judicial acts.
He also paid special attention to judges with low performance indicators, urging them to take measures to improve their own activities. Satyiev noted that shortcomings should not go unnoticed, and a thorough analysis of the causes of violations should be conducted with subsequent rectification.
A task was also set to enhance the qualifications of judges and their active participation in educational activities.
In 2025, local courts in the Osh region dealt with numerous cases in categories such as parental neglect of child support, theft, fraud, hooliganism, the production and distribution of extremist materials, illegal drug trafficking, divorce, and alimony collection.
During the meeting, issues of automated case distribution, audio and video recording systems for court sessions, as well as comments and suggestions received through the QR system, material and technical support for courts, personnel policy, and the activities of bailiffs were also discussed.
The chairman noted that all issues raised at the meeting require practical implementation, not just discussion.
In conclusion of his speech, Mederbek Satyiev emphasized that he understands the complexity and high responsibility of judges' work and highlighted the importance of ensuring the openness of justice and explanatory work.
