According to the updates, horses exported by air transport are no longer subject to the temporary ban. This change affects the Cabinet's resolution No. 506 dated August 20, 2025, which imposes a six-month ban on the export of cattle, sheep, and goats from Kyrgyzstan.
The main goal of these restrictions is to ensure food security and stabilize prices for meat products in the domestic market of the country.
In addition, the export of animals for transit through Kyrgyzstan, the participation of sport horses in competitions, the donation of horses to foreign states and international organizations, as well as the export of live cattle through the state operator — OJSC "Kyrgyz Agriholding" is permitted.
The Ministry of Economy and Commerce is tasked with notifying the World Trade Organization and the Eurasian Economic Commission about the changes made, while the Ministry of Foreign Affairs will inform the Executive Committee of the CIS. The State Customs and Border Services, together with other relevant agencies, will need to take measures to prevent the illegal export of animals.
This resolution comes into effect from the moment of its official publication.
The temporary ban on the export of agricultural animals from the territory of the Kyrgyz Republic is established for a period of 6 months and includes cattle (code 0102 of the EAEU HS), horses (code 0101 of the EAEU HS), sheep, and goats (code 0104 of the EAEU HS), with the exception of the following cases:
- transit through the territory of the Kyrgyz Republic;
- participation of sport horses in competitions;
- donation of horses to foreign states, international organizations, or private individuals;
- export of live cattle mentioned in this paragraph through the state operator — OJSC "Kyrgyz Agriholding";
- export of horses by air.
