On January 23, 2026, a memorandum of understanding was signed between the Cabinet of Ministers and the company LLC "Kyrgyzstan Reclaim Co. LTD" regarding the implementation of the project for the construction of a cascade of small hydropower plants on the Tar River, located in the Kara-Kulja district of the Osh region.
According to the ministry's information, the signatories of the document were the Deputy Minister of Energy Altynbek Rysbekov and the General Director of LLC "Kyrgyzstan Reclaim Co. LTD" Tsu Chenzi.
According to the agreements reached, it is planned to implement an investment project, within which the construction of a cascade of small hydropower plants with a total installed capacity of about 200 MW will take place. The expected investment volume is approximately 300 million US dollars.
This project aims to increase new generating capacities, strengthen the energy resilience of the Kyrgyz Republic, as well as ensure stable and sustainable development of the country's energy sector.
