
During the training, which involved 820 participants, the attendees included chairpersons and deputies of local councils, responsible secretaries, heads of rural administrations, and mayors. The distribution of participants by region is as follows:
- Osh Region — 204 participants,
- Jalal-Abad Region — 149,
- Batken Region — 92,
- Issyk-Kul Region — 77,
- Talas Region — 53,
- Naryn Region — 77,
- Chui Region and the city of Bishkek — 168 people.
The training included studying the structure of regulatory acts, methods for preparing draft decisions, delineating the powers of representative and executive bodies, as well as the procedure for registering documents in the State Register of Regulatory Legal Acts and standards of legal technique. The practical part consisted of analyzing real documents and typical mistakes.
It is important to note that local councils process a significant number of regulatory decisions. According to #minjustkg, in the first nine months of 2025, 8,760 decisions were submitted to the State Register of Regulatory Legal Acts.
The educational process was based on a new methodological guide concerning the preparation of draft regulatory acts for local councils and included both practical work and analysis of real cases and typical situations.
The Ministry of Justice emphasizes that this program has become the largest initiative for training in legislative drafting among local councils in recent years.
