Marlen Mamataliyev proposed to deprive Kyrgyz citizens of benefits for not voting

This concerns state mortgages and free education in universities


Deputy of the Jogorku Kenesh Marlen Mamataliyev proposed a bill that could deprive Kyrgyz citizens of certain benefits for not participating in elections. The main goal of this proposal is to encourage citizens to actively exercise their voting rights in elections of various levels and referendums.
According to Mamataliyev, as of November 2024, about 4.2 million voters are registered in Kyrgyzstan, but the number of those who ignore elections continues to increase.
The statistics for elections are as follows:

Presidential elections:

- 2011 – 61.28%;

- 2017 – 56.11%;

- 2021 – 39.16%.

Parliamentary elections:

- 2010 – 59.19%;

- 2015 – 39.78%;

- 2020 – 54.38%;

- 2021 – 34.61%;

- 2025 – 36.90%.

Referendums:

- 2010 – 72.24%;

- 2016 – 41.68%;

- 2021 – from 36.66% to 39.12%.

Local council elections:

- 2012 – 48.67%;

- 2016 – 44.42%;

- 2021 – 38.78%;

- 2024 – 28.68%.
As justification for his initiative, Mamataliyev mentioned that this problem was also highlighted by the president at the IV People's Kurultai.
The deputy proposes to limit access to a number of social preferences for those citizens who missed elections without valid reasons. Such benefits include participation in state housing programs, discounts on certain administrative fines, additional points during assessments in educational institutions, priority for admission to budget places in master's and doctoral programs, as well as the opportunity to receive state grants.
For those who participate in elections, it is proposed to maintain these benefits and additionally organize a lottery.
