In the recent early elections for the Jogorku Kenesh, only 36.9% of voters participated in the voting. This low turnout did not go unnoticed by President Sadyr Japarov, who mentioned it in his statements.

In response to this situation, a bill was proposed in the new parliament aimed at increasing voter turnout. One of the proposals was to introduce fines for not participating in elections, which, however, is not the only proposal of the bill:
Why are you not participating in the elections?
No worthy candidates
I see no point — nothing changes in the end
I don’t even know when they are held
This is my principled position
No opportunity to vote for various reasons
I’m waiting for the option to vote from home or online
My vote doesn’t matter
The bill also proposes exemptions from mandatory participation in elections and referendums:
It is still unclear how checks will be carried out and fines will be imposed. Currently, there are over four million registered voters in the country.

In addition to fines, the bill also includes positive incentives for those who decide to vote:
What would encourage you to come to the elections?
If they pay for voting
If there are fines for missing elections
If worthy candidates appear
If there is confidence that the parliament will work for the citizens
