
Starting from January 1, 2025, a mandatory recycling fee will come into effect in Kyrgyzstan, which will become part of the Extended Producer Responsibility (EPR) system. This information was disseminated by the Ministry of Nature of the Kyrgyz Republic.
The EPR system is a state mechanism that places the responsibility on producers and importers for the recycling of packaging and goods after their use.
According to the resolution of the Cabinet of Ministers of the Kyrgyz Republic, published on June 19, 2024, under number 322, a list of 24 groups of goods that fall under the EPR system has been approved. This list includes batteries, car tires, packaging made of plastic and cardboard, lubricating oils, household appliances, and other products.
Participants in the EPR system are required to pay the recycling fee within the following deadlines:
▪️ Importers must make the payment within 15 days from the moment of importing goods into the country;
▪️ Producers are required to make payments quarterly, no later than the 15th of the month following the reporting period.
The management of the implementation of the EPR mechanism is entrusted to the state enterprise "Ekooperator".
All funds from the recycling fee will be directed towards the development of waste recycling infrastructure and the implementation of environmentally friendly technologies.
Delays in the payment of the recycling fee will lead to administrative liability in accordance with current legislation.
