The Housing Committee removed the bill on limiting the frequency of amendments to the codes from the agenda.

The committee of the Jogorku Kenesh dealing with issues of the judicial system, law enforcement, combating crime and corruption, has decided to remove from the agenda the bill that proposed amendments to the codes no more than once a year.

The bill had already been discussed in its first reading.

The rapporteur for this initiative was Minister of Justice Ayaz Bayetov. He noted that this measure would help ensure the stability of legislation, as frequent changes lead to confusion and complicate law enforcement. The main goal of the proposal is to increase the predictability and effectiveness of the legal system by limiting the frequency of changes to the codes.

Some deputies expressed disagreement with the proposal and pointed out its contradictions with the Constitution. They suggested refining the bill and clearly indicating the mechanisms that would allow for changes to the codes more frequently than once a year.

The chairman of the committee, Bolotbek Borbiev, put to a vote the issue of removing the bill from the agenda for further refinement. He emphasized: "We are not rejecting the bill, we are simply removing it from discussion."
