Roman Svistin has been appointed as the Consul General of Russia in the city of Osh

The leadership of the presidential representative office in the Osh region held a meeting with the new Consul General of Russia in the city of Osh.

On January 27, the presidential envoy Amankan Kenjebayev met with Roman Svistin, who was appointed as the Consul General of the Russian Federation in Osh.

It should be noted that this appointment is the second for Roman Svistin — he previously held this position from 2016 to 2021.

During the meeting, Amankan Kenjebayev congratulated the diplomat on his reappointment and expressed hope for his successful work. He emphasized that the experience and professionalism of Roman Svistin will contribute to the further development of mutually beneficial cooperation between the Osh region and the Russian Federation.

Roman Viktorovich Svistin was born in 1970.

In 1994, he graduated from the Institute of Asian and African Studies at Lomonosov Moscow State University and is fluent in English and Urdu. His diplomatic rank is Extraordinary and Plenipotentiary Envoy of the 2nd class, which was conferred in September 2018.

Svistin has been in diplomatic service since 1996, holding various positions both in the central office of the Ministry and abroad.

From 2012 to 2016, he worked as the head of the department in the Personnel Department of the Russian Ministry of Foreign Affairs.

From 2016 to 2021, he served as the Consul General of Russia in Osh.

From 2022 to 2025, he holds the position of chief advisor in the Situational Crisis Center Department of the Russian Ministry of Foreign Affairs.

Roman Svistin has a family: he is married and has a son.
