According to the prosecutor, building a strong and developed state requires the protection and full development of the younger generation—the future of the country—in physical, intellectual, moral, and spiritual terms. In other words, protecting children's rights is one of the most important duties of the state. In this context, the prosecution authorities play a key role in protecting the rights and legitimate interests of minors. However, despite this, crimes committed by adolescents continue to be recorded in certain regions.
Thus, in the At-Bashinsky district, 6 crimes were committed by minors during 2025. Following investigative actions, 2 criminal cases were sent to court, 3 cases were terminated, and in 1 case, a justified decision was made to terminate the pre-trial proceedings in order to remove the child from the criminal justice system in accordance with the law. The decision was made based on Article 467 of the Criminal Procedure Code, and a corresponding agreement was concluded, after which the minor was removed from the criminal justice system.
As the prosecutor informed, this is related to the fact that a child who has committed a minor offense for the first time can be removed from the criminal justice system by being released from punishment by the court while applying probation supervision or compulsory educational measures.
Of the 6 crimes committed by minors, 2 fall into the category of serious crimes, while 4 are classified as minor and less dangerous offenses.
Regarding crimes committed against minors, 5 criminal cases were initiated. As a result of the investigation, 2 cases were sent to court, and 3 cases were terminated.
Of the 5 crimes against minors, 2 are classified as serious, 1 as particularly serious, and 2 as minor and less dangerous offenses.
The conducted analysis showed that the main reasons for crime among minors are the lack of proper supervision from relatives due to parents being in labor migration abroad, social problems, adolescent (transitional) age, and other factors.
The Prosecutor's Office of the At-Bashinsky district, as reported by prosecutor Aibek Shermatov, continuously conducts preventive work aimed at reducing crime against minors.
