According to the resolution, the minimum sizes of the authorized capital of pawnshops will be as follows:
2) from July 1, 2026 – no less than 7,000,000 (seven million) soms;
3) from July 1, 2027 – no less than 14,000,000 (fourteen million) soms;
4) from July 1, 2028 – no less than 20,000,000 (twenty million) soms.
Additionally, the Regulation on Minimum Requirements for the Organization of Pawnshop Activities in the Kyrgyz Republic has been approved, which can be found in the annex to the resolution.
Several previous resolutions regarding pawnshop activities have also been repealed:
1) Resolution of the Government of the Kyrgyz Republic "On Issues of Pawnshop Activities" dated June 8, 2017, No. 353;
2) Item 9 of the resolution dated September 16, 2019, No. 477, concerning amendments to decisions aimed at countering the financing of terrorism;
3) Item 3 of the resolution dated January 30, 2020, No. 43, concerning the non-bank financial market;
4) Resolution dated June 24, 2022, No. 330, concerning changes in pawnshop activities;
5) Item 1 of the resolution dated September 22, 2023, No. 502, concerning pawnshops;
6) Item 1 of the resolution dated November 6, 2024, No. 671, relating to pawnshop activities;
7) Item 2 of the resolution dated September 3, 2025, No. 556, relating to licensing.
Entities engaged in pawnshop activities are required to bring their operations into compliance with the new requirements within six months.
This resolution comes into effect 15 days after its official publication.
