The President of the Kyrgyz Republic, Sadyr Japarov, has signed a new decree concerning amendments to a number of existing decrees.
The main goal of these changes is to improve the functioning of the presidential administration, which is carried out in accordance with Articles 70 and 71 of the country's Constitution.
In the presidential decree "On the Issues of Assigning Class Ranks to State Civil Servants, Municipal Servants, and Other Persons" dated December 30, 2016, No. 308, the following changes are proposed: 1) In the procedure for assigning, lowering, and depriving class ranks of state civil servants and municipal servants established by this decree:
– exclude the word "higher" from subparagraph 1 of paragraph 30;
– remove the word "higher" from the appendix to this procedure;
2) In the procedure for assigning, lowering, and depriving class ranks for persons holding political state and municipal positions:
– revise paragraph 20 as follows:
“20. To assign the class rank of advisor of state civil service of 1st, 2nd, and 3rd classes, as well as advisor of municipal service of 1st, 2nd, and 3rd classes, the following documents must be submitted to the authorized body:
1) a submission;
2) a certificate about the candidate for assigning the class rank in accordance with Appendix 2;
3) a copy of the passport;
4) a notarized or personnel management service certified copy of the employment record.
The authorized body has the right to request additional documents and materials.”;
– in Appendix 1 to the specified procedure:
in the third paragraph of paragraph 3, replace the phrase "on the implementation of the Five-Year Action Plan for the Development of Mountain Regions" with "on the mountain agenda";
– in Appendix 2 to the specified procedure:
exclude the word "higher".
Changes are also made to the presidential decree "On the Approval of the Register of State and Municipal Positions of the Kyrgyz Republic" dated January 31, 2017, No. 17: in the Register approved by this decree:
in Chapter 1 of Section I:
– in the sixth paragraph, change "on the implementation of the Five-Year Action Plan for the Development of Mountain Regions" to "on the mountain agenda";
– revise the thirteenth and fourteenth paragraphs as follows:
“Deputy Head of the Department of the Presidential Administration (within the management, within the center in the management), Deputy Head of the Department of the Presidential Administration – Head of the Sector (within the management, within the center in the management), Deputy Permanent Representative of the President and the Cabinet of Ministers in the Jogorku Kenesh, Head of an Independent Sector of the Presidential Administration, Deputy Head of the Department of the Jogorku Kenesh, Deputy Head of the Secretariat of the National Council for the Development of Virtual Assets and Blockchain Technologies under the President of the Kyrgyz Republic
Responsible Secretary of the Commission under the President – Head of the Sector, Head of the Sector of the Presidential Administration (within the management, department, secretariat), Chief Expert of the Presidential Administration, State Inspector of the Presidential Administration, Head of the Sector of the Apparatus of the Jogorku Kenesh.”
Changes have also been made to the presidential decree "On Declaring the Period of 2023–2027 as the Five-Year Action Plan for the Development of Mountain Regions" dated September 15, 2023, No. 237: 1) paragraph 4 is recognized as invalid;
2) Appendix 1 to this decree is presented in the edition according to Appendix 1 of this decree.
Additionally, the presidential decree "On Certain Issues of the Activities of the Presidential Administration of the Kyrgyz Republic" dated December 8, 2023, No. 336 has been amended: 1) the structure of the presidential administration is now presented in the edition according to Appendix 2 of this decree;
2) changes in the staffing of the presidential administration are formalized in accordance with Appendix 3.
Changes were also made to the presidential decree "On the Approval of the Regulation on the Special Representative of the President of the Kyrgyz Republic for the Implementation of the Five-Year Action Plan for the Development of Mountain Regions" dated December 21, 2023, No. 353: 1) in the title, preamble, and paragraph 1, the words "for the implementation of the Five-Year Action Plan for the Development of Mountain Regions" are replaced with "on the mountain agenda";
2) in the Regulation on the Special Representative of the President, the words "for the implementation of the Five-Year Action Plan for the Development of Mountain Regions" are replaced with "on the mountain agenda".
In the presidential decree "On Certain Issues of the Activities of the Special Representative of the President of the Kyrgyz Republic for Special Assignments" dated June 5, 2025, No. 177, the following change is made: – subparagraph 1 of paragraph 2 is recognized as invalid.
The Head of the Presidential Administration of the Kyrgyz Republic must take the necessary measures in connection with this decree within two months. The Presidential Affairs Management must resolve organizational and technical issues related to the implementation of the decree within a month. This decree comes into force on the day of its official publication.
