According to the president's press service, the decree is part of the implementation of the State Strategy for Combating Corruption for the period from 2025 to 2030 and designates the General Prosecutor's Office as the main body responsible for preventing corrupt actions.
Under this decree, all ministries and agencies under the control of the president and the Cabinet of Ministers are instructed to create positions for commissioners for the prevention of corruption, if such positions do not already exist.
Furthermore, starting from January 1, 2026, these commissioners, along with budget allocations, will be transferred to the staff of the General Prosecutor's Office. Government agencies are required to provide the commissioners with necessary workplaces, technical equipment, as well as access to documents and information systems.
The commissioners will belong to category C-A of the state civil service. The General Prosecutor is tasked with developing regulations that will define their legal status, the procedure for appointment and dismissal, as well as their functions and interaction with other government bodies.
Within two months, the General Prosecutor's Office must prepare drafts of the necessary regulatory acts and submit them for consideration.
The Cabinet of Ministers is also instructed to adapt its internal acts in accordance with the new decree. The responsibility for monitoring the implementation of the decree is assigned to the relevant divisions of the President's Administration.
This decree will come into force ten days after its official publication.
