Ministry of Economic Development: Certificate of Origin Not Required for Mutual Trade in the EAEU

As part of the seminar organized by the Ministry of Economy and Commerce, important aspects related to the correct completion of waybills and the accurate indication of HS codes were discussed. The Director of the "Legprom" Association, Azamat Kerimbek uulu, raised several relevant issues regarding the issuance of certificates of origin ST-1 and adaptation to changes in the field of electronic commerce.

He noted that entrepreneurs are facing difficulties in obtaining ST-1 certificates for each batch. In this regard, Kerimbek uulu suggested considering options for simplifying the certification process and reducing the cost of this document, as regular shipments significantly increase business expenses.

The Deputy Chairman of the Association of International Freight Forwarders, Igor Golubev, also commented on this issue, noting that the need for the ST-1 certificate had already been discussed. He reported that an official response had been received from the Eurasian Economic Commission and the Ministry of Economy, confirming that within the framework of mutual trade in the EAEU, the ST-1 certificate is not mandatory. It is only required in certain cases, such as participation in government procurement or the application of tariff preferences when trading with third countries.

The Head of the EAEU Coordination Department of the Ministry of Economy, Elimbek Kanybek uulu, confirmed the receipt of the relevant clarifications. He added that goods produced in the Union countries and in free circulation do not require the issuance of an ST-1 certificate for mutual trade within the EAEU.
