A statement has been registered with the Central Commission for Elections and Referendums from candidates vying for deputy seats in the Jogorku Kenesh for multi-mandate electoral district No. 13. These candidates participated in the early elections held on November 30, 2025.
According to information received from the CEC, they requested a review of the decision made on December 3, 2025, under number 161, in light of newly emerged circumstances.
To thoroughly analyze this statement, the CEC sent an official request to the Ministry of Internal Affairs.
According to the Ministry of Internal Affairs, during the investigation of a criminal case related to obstruction of electoral rights, certain violations of electoral legislation were identified concerning the installation of mobile video surveillance devices carried out by supporters of one of the candidates at several polling stations.
Based on the collected materials, these violations were of an individual nature and did not indicate organized or mass influence on the voting results in the district.
The inspection did not reveal any facts that would indicate that the aforementioned actions influenced the distribution of deputy mandates or the possibility of establishing reliable election results.
Having analyzed the provided data and guided by the Constitution of the Kyrgyz Republic, as well as the relevant election laws, the CEC made the following decision:
To annul the previous resolution of the CEC dated December 3, 2025, No. 161. To recognize the results of the early elections for deputies of the Jogorku Kenesh for multi-mandate electoral district No. 13 as valid. To declare invalid the votes cast for candidate Sydykov B.U., and to classify the corresponding ballots as invalid. To approve the protocol on the election results for multi-mandate electoral district No. 13. To recognize the following candidates as deputies of the Jogorku Kenesh for multi-mandate electoral district No. 13:- Aibek Altynbekov;
- Talant Mamytov Turdumamatovich;
- Aigul Karabekova Asanovna.
