
On February 13, 2026, the Central Election Commission received a request from candidates for deputies of the Jogorku Kenesh of the Kyrgyz Republic who participated in the early elections on November 30, 2025. They are asking to review the CEC's decision dated December 3, 2025, No. 161 due to newly discovered circumstances. This was reported by the CEC press service.
For a thorough and impartial consideration of the appeal, the CEC sent an official request to the Ministry of Internal Affairs.
According to information from the Ministry of Internal Affairs, during the investigation of the criminal case regarding violations of electoral rights, individual cases of legal violations were identified related to the installation of mobile video surveillance devices by supporters of one of the candidates at several polling stations.
The identified violations are individual in nature and do not indicate organized or mass influence on the voting results in the district. These checks do not contain confirmations that these actions could have affected the distribution of mandates or hindered the establishment of the true results of the elections.
1. To annul the CEC decision dated December 3, 2025, No. 161.
2. To recognize the early elections of deputies of the Jogorku Kenesh of the Kyrgyz Republic from the multi-mandate electoral district No. 13 as valid.
3. To declare invalid the votes cast for candidate Sydykov B.U. and annul the corresponding ballots.
4. To approve the protocol on the results of the early elections in the multi-mandate electoral district No. 13.
5. To recognize the following candidates as deputies of the Jogorku Kenesh of the Kyrgyz Republic from the multi-mandate electoral district No. 13:
— Aibek Altynbekov;
— Talant Turdumamatovich Mamytov;
— Aigul Asanovna Karabekova.
