EAEU Simplifies the Procedure for Confirming Non-Preferential Origin of Goods

- Recently, the Council of the Eurasian Economic Commission made changes to the non-preferential rules regarding the determination of the origin of goods entering the customs territory of the EAEU.

One of the most significant innovations was the introduction of the possibility to confirm the non-preferential origin of goods using certificates that were originally intended for obtaining tariff preferences.

This option will be available if the certificate of origin was issued based on criteria confirming the depth of processing that meets the requirements of the Union's non-preferential rules.

“The decision made is aimed at simplifying the customs clearance process for goods and will primarily reduce the number of documents required for import operations when supplying from countries with which the Union has free trade agreements,” noted Andrey Slepnev, Minister for Trade of the EEC.

According to the updated rules, it is now possible to use certificates confirming the origin of goods in which any EAEU state or the Union as a whole can be indicated as the country of destination, regardless of which of the five countries the final recipient of the goods is located in.

This new option will significantly simplify customs clearance in situations where the consignee changes during the delivery of goods from third countries to the EAEU.
