Head of the Central Election Commission: The Ministry of Internal Affairs has only now identified violations by Bakyt Sydykov during the elections

Tynchtyk Shainazarov, head of the Central Election Commission for elections and referendums in Kyrgyzstan, commented on the CEC's decision to cancel the repeat elections in district No. 13 and to recognize the results of the voting from November 30.

“The basis for this decision was the materials of the criminal case presented by the Internal Affairs Department of the Jalal-Abad region. The police were only able to identify the individuals who violated electoral legislation now. They did not do this on December 3, 2025, although violations did occur, which led to the annulment of the election results. We also established that the other 13 candidates acted within the law, and we announced the results,” he reported.

Violations were recorded on the part of the authorized representatives of Bakyt Sydykov.

Shainazarov also noted that the decision to cancel the elections on March 1 was challenged in the Bishkek Administrative Court by candidate Kanybek Bazarbaev. “The court upheld the CEC's decision from February 13. In the future, this decision may be appealed to the Supreme Court, and if the court confirms it, the candidates will receive deputy certificates and badges,” he added.

As for the current candidates, 7 million soms were received in the form of contributions, and the Central Election Commission plans to return these deposits to the candidates for deputies.

We remind you that on November 30, 2025, extraordinary elections for deputies to the Jogorku Kenesh were held. On December 3, 2025, the CEC canceled the registration of all 14 candidates in district No. 13 due to violations related to the installation of surveillance cameras, which complicated the secrecy of voting.

Repeat elections were scheduled for March 1, 2026, and 23 candidates were registered. However, on February 13, the Central Commission for Elections and Referendums reviewed its decision regarding the early elections in the multi-mandate district No. 13, canceled the previous resolution, and recognized the elections as valid. As a result, the deputies elected were Aibek Altynbekov, Talant Mamytov, and Aigul Karabekova.
