CEC: Fines imposed on 10 candidates, two citizens, and one representative of a legal entity for violating the conditions of election campaigning

Today, November 29, the Central Election Commission of Kyrgyzstan held a meeting to discuss violations of election campaigning identified among candidates, citizens, and legal entities. As a result, fines were imposed.

A working group responsible for informing voters and monitoring compliance with campaigning rules conducted a social media audit. During the check, it was found that the Facebook page of user "Bakir Uulu" contained materials with unacceptable information about the candidate for district No. 7, Tursunbay Bakir uulu, which violates election norms. The promotion of religious hatred also occurred during the candidate's meetings with voters.

On the Facebook page of "Mahmud Abdubaliev," messages about the candidate for district No. 10, Bolotbek Dykhanbaev, were discovered, violating campaigning rules. In particular, he promised material benefits during meetings with voters, which contradicts the law prohibiting vote buying.
The candidate Baktyyar Kalpaev from district No. 2 also found himself at the center of a scandal. He placed campaign banners on a high-voltage pole, which is considered a violation of election legislation, according to photo materials circulated via WhatsApp.

Similar violations were recorded for candidate Altynbek Kudayberdiev (district No. 6), who used information about his professional activities in his campaigning, which is also prohibited. Candidate Abdisatar Sadykov from district No. 2 repeated the mistake by placing his campaign materials on a high-voltage line pole.

Candidate Eldar Sulaymanov, representing district No. 5, was caught disseminating materials that fostered a negative attitude towards his opponent, Zarema Murzajigit kyzy. According to legislation, such behavior is unacceptable.

On the Instagram page "sultanov_kanybek_sultanovich," a campaign video of candidate Kanybek Sultanov (district No. 27) was published, in which he talks about his charitable activities, which is also a violation.

Candidates Gulba Shaltakova (district No. 10) and Karybek uulu Ulukbek (district No. 24) were also accused of placing campaign materials on hazardous sites, which is a serious violation.

The working group proposed imposing a fine of 75 calculated indicators on all the aforementioned candidates.

The CEC received a complaint from citizen A. Yasirov against candidate Arsu Kharsan, who, according to the complainant, spread ideas promoting national, ethnic, and religious enmity during a meeting with voters in district No. 18.

The statement was reviewed at the group meeting, which confirmed violations of legislation prohibiting such propaganda. Additionally, a complaint was received from the authorized representative of candidate Ulan Bakasov from district No. 30, regarding publications by Jaz-Aim Aidekova that tarnished the candidate's honor. These materials were posted on the "Naryn Life" Facebook page.

Individuals disseminating knowingly false information about candidates may be held criminally liable under current legislation.

The working group also identified information violating the campaigning conditions for candidate Elmira Dosalieva from district No. 22, based on materials published in the online publication "News.kg." According to the candidate's representative, a contract was signed between E. Dosalieva and the publication for the placement of campaign materials.

The working group recommended applying administrative measures to Jaz-Aim Aidekova in the form of a fine of 125 calculated indicators, and to Arsu Kharsan and representative of "News.kg" Alimbek Kadyrov — in the amount of 75 calculated indicators for violations of election campaigning.

Based on the recommendations of the Working Group, the CEC imposed fines on the listed candidates and citizens. In particular, 75 calculated indicators were assigned to candidates T. Bakir uulu, B. Dykhanbaev, B. Kalpaev, A. Kudayberdiev, A. Sadykov, E. Sulaymanov, K. Sultanov, B. Tolomushov, G. Shaltakova, U. Karybek uulu, as well as to citizen Arsu Kharsan and representative of "News.kg" A. Kadyrov; 125 calculated indicators — to Jaz-Aim Aidekova.

The CEC also considered a complaint from candidate Nurgul Useinova from district No. 19 that the head of the Manas ayil okmotu is using administrative resources in favor of his relative, candidate Adylbek Egemberdiev. The statement mentioned that the latter's campaign materials were placed on a children's football field without a contract.

The investigation into this case did not confirm the facts of using administrative resources, and a decision was made to refuse to initiate a criminal case.

Both Nurgul Useinova and a representative of Adylbek Egemberdiev attended the meeting of the Working Group, who confirmed that a contract for the placement of campaign materials was signed between the candidate and the ayil okmotu.

Due to the lack of evidence of guilt, the Working Group proposed to reject the claims made in the complaint.

As a result, the CEC of the Kyrgyz Republic rejected the statement of candidate Nurgul Useinova.
