CEC KR: Fines Imposed on Candidate and Citizens for Violating Election Campaign Conditions

At a meeting of the Central Election Commission of Kyrgyzstan, incidents related to violations of election campaigning and insults directed at candidates were discussed.

A working group dealing with voter information and campaigning conducted monitoring of social networks and identified cases of information dissemination that violated the rules of election campaigning. In particular, this concerned candidates Janarbek Akayev (district No. 8), Dinara Ashimova (district No. 8), Ulan Bakasov (district No. 30), and Erkeaiym Seitkazieva (district No. 25).

On the Facebook page "Janar Akaev," photo and video materials were found that contradicted the conditions of campaigning. For example, on November 18, 2025, near polling station No. 5139, campaign events were held with the participation of candidate J. Akayev, and corresponding materials were posted.
According to the current electoral legislation, the placement of campaign materials inside election commission premises and at their entrances, as well as in voting locations, is prohibited.

Violations were also identified concerning candidate D. Ashimova, where materials related to her professional activities and promises of material benefits were published on the Instagram page "dinara_ashimova_official," which contradicts the law.

In the case of E. Seitkazieva, violations were discovered in the publications of Instagram user A.R. Yakhizov ("iakhizovanvar"). Here, too, there was a ban on disseminating information about the professional activities of candidates. Additionally, during the pre-election period, bribing voters and distributing material goods is prohibited.

A. Yakhizov stated at the working group meeting that he had entered into an agreement with the candidate to conduct campaigning on social media and did not realize that his actions violated the law.

Regarding U. Bakasov, violations were recorded by Facebook user "Adilet Kadyrakunov," who was fined 75 calculation indicators. He explained at the meeting that he did not have time to delete the violating posts.

According to Article 61 of the Code of Offenses, failure to comply with the decisions of the election commission results in fines imposed on individuals.

Furthermore, the CEC of the Kyrgyz Republic received materials from the Kadamjai District Department of Internal Affairs regarding N. Ajibaeva, who disseminated information that tarnished the honor of candidate Burun Kushbekovna Amanova in district No. 2. In the WhatsApp group "Domkomy Kadamjai-Suu channels," she posted information that discredited the candidate.

Electoral legislation provides for criminal or other liability for individuals disseminating knowingly false information about candidates.

The working group recommended imposing administrative fines of 75 calculation indicators on candidate J. Akayev, as well as on citizens A. Kadyrakunov and A. Yakhizov, and issuing a warning to D. Ashimova. As for N. Ajibaeva, a fine of 125 calculation indicators was proposed.

The CEC of the Kyrgyz Republic also considered the appeal of T. Alkhodzhayev, a representative of candidate I. Karybekov in district No. 23, regarding obstacles to conducting campaigning. In the First May district of Bishkek, campaigners were denied access to one of the houses, which, according to the applicant, violates the principles of equal conditions for all candidates.

The working group, having studied the appeal, recommended denying T. Alkhodzhayev's demands, as there was insufficient evidence of obstruction to campaigning.

In conclusion, based on the recommendations of the working group, the CEC of the Kyrgyz Republic decided to impose administrative fines of 75 calculation indicators on J. Akayev, A. Kadyrakunov, and A. Yakhizov, and 125 calculation indicators on N. Ajibaeva. D. Ashimova received a warning, and T. Alkhodzhayev's demands were left unsatisfied.
