Today, November 10, the official period of pre-election campaigning began in Kyrgyzstan in connection with the early elections of deputies to the Jogorku Kenesh. According to the Central Commission for Elections and Referendums of the Kyrgyz Republic, campaigning starts from the moment the registration of candidates is completed and continues until 24 hours before voting.
Since the elections will be early, the entire process will be shortened by one third. Thus, the campaigning will last for 20 days, starting from November 10, 2025, and ending at 8:00 AM on November 29, 2025. The Central Election Commission has registered 467 candidates, including 276 men and 191 women.
From November 10, 2025, all candidates, political parties, and interested citizens can actively engage in campaigning aimed at attracting voters to vote for certain candidates or against them. Discussions of election programs are also allowed. The main requirement is to comply with election legislation.
Campaigning can be conducted at rallies, meetings, through media, and online resources. Election commissions are required to provide conditions for meetings with voters and campaigning.
State bodies and local authorities must provide premises and venues for campaigning, including places for placing campaign materials, funded by the republican budget.
The law defines pre-election campaigning as:
- calls to vote for or against certain candidates;
- expressing preferences regarding individual candidates;
- informing about the consequences of elections;
- disseminating information about candidates' activities outside their professional duties.
Candidates and political parties have equal opportunities for access to the media.
Campaigning can be carried out:
- through mass media;
- at public events (rallies, meetings, debates), excluding concerts and theatrical performances;
- by producing and distributing printed and audiovisual materials (production of materials abroad is prohibited. Copies must be submitted to the Central Election Commission);
- in other forms not prohibited by law.
It is prohibited to conduct campaigning and produce materials:
- by state and municipal officials;
- by individuals holding political positions, except for deputies of the Jogorku Kenesh;
- by members of election commissions;
- by observers;
- by religious figures;
- by founders of charitable organizations;
- by individuals under 18 years old;
- by foreign citizens and organizations;
- by stateless persons;
- by employees of territorial self-government.
Campaigning in foreign media accessible in Kyrgyzstan is also prohibited. During the election period, the retransmission of foreign television and radio programs is only allowed in recorded format.
The dissemination of materials that discredit candidates and political parties is prohibited. In case of violations, local media bear responsibility.
Campaigning that requires funding must be conducted with the consent of candidates and political parties through their election funds.
