Candidate Saliev did not pass registration: The CEC established non-compliance with election law requirements

The Central Election Commission (CEC) on November 4 decided not to register Saliev Atambek Toktomatovich, who announced his candidacy for the elections of deputies of the Jogorku Kenesh for district No. 3.

Saliev submitted his application expressing his intention to participate in the elections on October 20, 2025, and four days later, on October 24, he provided all the documents necessary for candidate registration.

However, the working group responsible for receiving and verifying the documents of candidates and parties concluded that A. Saliev does not meet the requirements established by law for candidates for deputies of the Jogorku Kenesh and recommended denying him registration.

According to the Border Service of the State Committee for National Security, based on information from October 28, 2025, A. Saliev violates part 4 of Article 59 of the constitutional law "On the Elections of the President and Deputies of the Jogorku Kenesh," as he was outside the country from October 20, 2021, to October 20, 2022.

At the meeting of the working group on November 4, A. Saliev confirmed his information by participating in an online format.

In accordance with the recommendation of the working group on November 4, 2025, to deny the registration of Saliev Atambek Toktomatovich's candidacy, the CEC was guided by part 4 of Article 59 and part 11 of Article 61 of the aforementioned constitutional law, as well as Articles 3, 4, and 8 of the law "On the Central Commission for Elections and Referendums," and denied him registration as a candidate for deputy of the Jogorku Kenesh for district No. 3.
