Candidate Mukhtarov denied registration as a candidate for deputy of the Mazhilis due to a lifted criminal record.

The Central Election Commission (CEC) made a decision to refuse the registration of Nurbek Mukhtarov, who submitted his candidacy to participate in the elections for deputies of the Jogorku Kenesh for district No. 27. This occurred on November 4.

Nurbek Mukhtarov submitted his application to participate in the elections on October 14, and on October 30, he presented all the necessary documents for candidate registration.

According to the information from the Main Department of Information Technologies of the Ministry of Internal Affairs dated October 20, Mukhtarov was fined 10,000 soms by the decision of the Karakol City Court in the Issyk-Kul region on March 11, 2009, for a crime provided for in part 4 of Article 105 of the Criminal Code. However, as stated in paragraph 2 of part 3 of Article 76 of the Criminal Code, his conviction was expunged in 2010.

The working group responsible for receiving and verifying the documents submitted by candidates and parties concluded that Mukhtarov does not meet the legal requirements for candidates for deputies of the Jogorku Kenesh and recommended refusing him registration.

During the working group meeting on November 4, which was held online, Mukhtarov confirmed the information about his conviction.

According to part 4 of Article 3 of the constitutional law "On the Elections of the President and Deputies of the Jogorku Kenesh," individuals with convictions, including expunged ones, cannot participate in elections.

Based on the recommendation of the working group from November 4 and in accordance with part 4 of Article 3 of the same constitutional law, as well as Articles 3, 4, and 8 of the law "On the Central Commission for Elections and Referendums," the CEC refused to register Nurbek Mukhtarov as a candidate for deputies of the Jogorku Kenesh for district No. 27.
