
The Central Election Commission of the Kyrgyz Republic held a meeting on November 20, during which the topic of violations in pre-election campaigning committed by both candidates and various legal and physical entities was discussed.
During the monitoring of social networks, the working group discovered that Facebook user Adilet Kadyrakunov began campaigning too early, supporting the candidate for district No. 30, Bakasov Ulan Bolotovich, which is a violation of election legislation.
Additionally, materials violating campaigning rules in support of the candidate for district No. 2, Kalpaev Baktyar Alievich, were found on the Instagram page "samarakarimovasinger." Samara Karimova informed the residents of the village of Maidan about a meeting with the candidate scheduled for November 17, 2025, and a planned concert featuring her.
At the meeting, the representative of candidate A. Amanbaev explained that a contract was signed with S. Karimova for campaigning services, under which the candidate's anthem was recorded with her participation and used at meetings with voters.
According to the current electoral legislation, campaigning can be conducted through public events such as rallies and debates; however, concerts and theatrical performances are prohibited.
Information posted on the Facebook page "T-Media" indicated that materials violating the conditions of campaigning were also distributed in support of the candidate for district No. 7, Kozyuev Alisher Abibillaevich.
The General Director of "Zhash FM" LLC, Danyiar kyzy Dayana, reported at the meeting that from November 10, 2025, under a contract with candidate A. Kozyuev, campaigning materials were to be broadcast on the "Zhash FM" television channel.
She noted that on November 13, 2025, an advertising banner for the candidate accidentally appeared in the news block of the channel during the broadcast of a report featuring high-ranking officials of the Kyrgyz Republic, which violates the requirements for equal conditions for all candidates in the media.
Materials regarding candidate for district No. 26, Sakkaraev Mederbek Jamankulovich, were received by the CEC from the Investigation Service of the Main Internal Affairs Department of Chui Region.
According to the information received, a post on the Instagram page “moldos.b” reported an alleged attempt to bribe voters by M. Sakkaraev using agitators.
This fact was registered with the Main Internal Affairs Department of Chui Region, where a preliminary investigation was initiated; however, on November 16, a criminal case was refused due to the absence of elements of a crime.
At the working group meeting, the representative of M. Sakkaraev, A. Almazbekov, explained that on November 10, 2025, a contract was signed with Kudaybergenova Nadiira-Begimai Zhyrgalbekovna for campaigning services, during which instructions on compliance with electoral legislation were provided.
After the violation was identified, the contract with N. Kudaybergenova was terminated.
In accordance with electoral legislation, the working group proposed to apply measures of responsibility according to Article 65 of the Code on Violations to Adilet Kadyrakunov and candidate B. Kalpaev in the form of an administrative fine of 75 calculated indicators, and for "Zhash FM" LLC — in the amount of 280 calculated indicators.
It was also proposed to issue a warning to the candidate for district No. 26, Sakkaraev Mederbek Jamankulovich.
Based on the recommendations of the working group and in accordance with electoral legislation, the CEC issued a warning to candidate M. Sakkaraev and also instructed the authorized person of the CEC to draw up a protocol on the administrative offense and impose a fine on Adilet Kadyrakunov, candidate B. Kalpaev, and "Zhash FM" LLC.
