The CEC imposed fines on a candidate and citizens for violating campaign conditions

The Central Election Commission (CEC) of the Kyrgyz Republic reviewed cases of violations of election campaigning rules, both by candidates and citizens, as well as instances of insults to the dignity of candidates.

During the monitoring of social networks, the working group responsible for informing voters identified instances of the dissemination of prohibited information in support of candidates Janarbek Akayev (district No. 8), Dinara Ashimova (district No. 8), Ulan Bakasov (district No. 30), and Erkeaiym Seitkazieva (district No. 25).
On the Facebook page of candidate J. Akayev, photo and video materials were found that violated campaigning rules. On November 18, 2025, an election campaign event took place at polling station No. 5139, where the candidate was present, and campaigning materials were distributed.
Legislation prohibits the placement of campaigning materials in the premises of election commissions and at their entrances, as well as in voting places.
Candidate D. Ashimova also found herself at the center of a scandal due to publications on Instagram on the page dinara_ashimova_official, where information about her professional activities and promises of material benefits were posted, which contradicts the law.
Similar violations regarding E. Seitkazieva were established based on materials published on Instagram by user A. R. Yakhizov (iakhizovanvar). Here, too, the law prohibiting the dissemination of information about candidates' activities in connection with their professional duties was violated.
At the meeting of the working group, A. Yakhizov stated that he had an agreement with the candidate to conduct campaigning on social media and he did not realize that his publication was a violation.
As for U. Bakasov, his campaigning violations were identified by Facebook user A. Kadyrakunov, who received a fine of 75 calculation indicators. At the meeting, he noted that he did not manage to delete the prohibited publications in time.
According to Article 61 of the Code of Offenses, individuals face fines for non-compliance with CEC decisions.
The CEC received information from the Kadamjai District Department of Internal Affairs that N. Azhibaeva was disseminating information that tarnished the honor of candidate Amanova Burun Kushbekovna. In the WhatsApp group "Domkomy Kadamjai-Suu channels," she shared slander about the candidate.
According to electoral legislation, individuals disseminating knowingly false information bear criminal or other liability.
The working group recommended imposing an administrative fine of 75 calculation indicators on candidate J. Akayev and citizens A. Kadyrakunov and A. Yakhizov, while candidate D. Ashimova was to receive a warning. N. Azhibaeva was proposed a fine of 125 calculation indicators.
The meeting also considered a statement from T. Alkhozhoyev, a representative of candidate I. Karybekov for district No. 23. He reported instances of obstruction to campaigning in the Pervomaisky district of Bishkek, where campaigners were denied access to the territory of an apartment building, which, according to those obstructing, "supports" candidate Umbetaly Kydyraliev. These actions, in the opinion of the applicant, violate the equality of conditions for all candidates.
The working group, after reviewing the statement, concluded that there were insufficient grounds to satisfy T. Alkhozhoyev's demands, as the facts of obstruction to campaigning were not confirmed.
As a result, based on the recommendations of the working group, the CEC decided to impose administrative fines of 75 calculation indicators on J. Akayev, A. Kadyrakunov, and A. Yakhizov, and 125 on N. Azhibaeva. Candidate D. Ashimova received a warning, and T. Alkhozhoyev's demands were left unsatisfied.
