"The roads of Kyrgyzstan still do not have passports, - former Minister of Transport Kalilov"

- The lack of road passporting remains one of the main problems in the road sector of Kyrgyzstan, according to former Minister of Transport Jamshitbek Kalilov, who spoke on the air of a radio station.

He emphasized that in the country, passports are issued even for livestock, while most roads lack technical passports.

Kalilov noted that the production and innovation center was initially intended for road passporting, although it was announced that it would work on the production of road signs. This aspect, in his opinion, was not taken into account.

“The former minister also pointed out the absence of so-called 'blue books' for roads under the Ministry of Transport's jurisdiction. After the adoption of the law on the Road Fund, protective zones and right-of-way strips were established along the highways; however, in practice, permits for construction were issued, leading to violations of order,” he added.

Kalilov noted that the situation began to change after the issuance of Presidential Decree No. 56, which in 2025 initiated the removal of illegal constructions along the roads. Nevertheless, he emphasized that without passports for the roads and properly issued 'blue books', the ministry will not be able to effectively manage roadside infrastructure.

As an example, he cited the Bishkek—Manas Airport road, for which over 2 million soms were spent to obtain a 'blue book'. At the same time, the ministry is responsible for more than 19,000 kilometers of roads, and preliminary estimates suggest that processing documents for all highways will require over 1.5 billion soms,” Kalilov concluded.
