The State Committee for National Security responded to the proposal to review the criminal cases they handled.

The State Committee for National Security (SCNS) responded to proposals for the establishment of an interdepartmental commission to review criminal cases investigated by its agency over the past five years.

In its comment, the agency emphasized the necessity of adhering to the established legal procedures.

According to the Constitution of the Kyrgyz Republic, state power is based on the separation of functions and powers among the authorities.

Under criminal procedural legislation, oversight of the legality of investigations conducted by investigative bodies (including the SCNS and the Ministry of Internal Affairs) is entrusted to the prosecutor's office, while justice is administered exclusively by judicial instances.

It is noted that in accordance with Article 8 of the Criminal Procedure Code of the Kyrgyz Republic, the review of sentences and other judicial decisions in criminal cases is possible only in the manner prescribed by the Criminal Procedure Code, and procedural decisions made by investigators can only be challenged by supervisory bodies.

In this regard, the proposal to create a commission to review criminal cases contradicts constitutional norms, as the legislation clearly prohibits interference in investigative and judicial activities, the statement said.

At the same time, the SCNS is implementing reforms initiated by the presidential directive, which cover almost all aspects and methods of its work. These reforms aim to adapt the agencies to modern threats, enhance intelligence and counterintelligence activities, combat terrorism and extremism, as well as eradicate corruption and fight organized crime to ensure the informational and economic security of the country.

The press release emphasizes that the SCNS operates strictly within the framework of the law, respecting the rights and freedoms of citizens guaranteed by the Constitution.

On February 10, the President of the Kyrgyz Republic, Sadyr Japarov, signed a decree under which Kamchybek Tashiev was relieved of his duties as Deputy Prime Minister and Chairman of the SCNS.

Following this, significant personnel changes occurred within the SCNS.

Structural changes were also implemented. Thus, the Border Service was removed from the SCNS.

Based on the 9th Service of the SCNS, the State Guard Service under the President of the Kyrgyz Republic was established.

It is also reported that after the appointment of the new head of the agency, the special services expect significant reforms and a return to their core tasks.
