
According to the latest changes, the mandatory use of wax seals on paper documents has now been abolished if the entry is made in the electronic register and the archive of the Unified Information System of Notaries (EISN). The new regulation also introduces the term "performing notarial actions in a remote format," which allows notaries to send copies of documents to applicants in PDF format via email or popular messengers such as WhatsApp and Telegram.
Additionally, the rules for using identification cards and contract forms have been clarified. An important aspect of the new policy is the restriction on the rights of delegation. Now, powers of attorney for property management, car sales, divorce, children's travel abroad, and adoption are issued only for a specific period, and re-delegation under such documents is prohibited. This innovation aims to strengthen control and combat fraud in real estate and transportation transactions.
