The Customs of Kyrgyzstan Revealed Cases of Fraud in the Import of Cargo Vehicles from China

The employees of the Main Department for Combating Smuggling of the State Customs Service of Kyrgyzstan discovered cases of inaccurate declaration of vehicles imported from China.

The violations consisted of submitting false data regarding the year of manufacture of the vehicles, which affected the level of customs duties paid.

In particular, the following cases were noted:

• On November 28, 2023, at the MTO "Naryn," a DONGFENG truck was declared with a year of manufacture of 2019; however, a VIN code check revealed that it was actually from 2016. As a result, 1,802,135 soms were collected.

• On May 12, 2024, the company OsOO "K.G.E." imported five quarry dump trucks, stating they were from 2022, but they actually turned out to be from 2021. An additional 3,494,811 soms were charged.

• From August to September 2025, OsOO "K.B.G." imported 13 dump trucks, claiming they were from 2023, but the actual data showed they were from 2020–2021. For this, 8,093,379 soms were additionally charged without applying any benefits.

• On December 15, 2025, vehicles from IVECO were delivered to the MTO "Naryn," which were declared with a year of manufacture of 2020.

The examination by the Forensic Examination Service of the Ministry of Justice of the Kyrgyz Republic revealed alterations in the factory chassis numbers and the use of components manufactured in 2008–2010. As a result, 2,148,098 soms were collected.

Materials on all cases were forwarded to the Investigative Department of the State Customs Service for further legal assessment. Ultimately, 15,538,423 soms were collected for the state budget of the Kyrgyz Republic.
