
President Sadyr Japarov made the decision to withdraw from the Jogorku Kenesh the bill proposed by the Ministry of Internal Affairs, which implied checking drivers' knowledge of traffic rules directly on the road. The head of state noted that this initiative has not been completely canceled, and the possibility of its implementation will be considered later, when the employees of the State Traffic Safety Department (GUOBDD) are fully prepared. He stated this in an interview with the "Kabar" agency.
- You announced that the Ministry of Internal Affairs' bill will be withdrawn, and the public reacted positively to this news. Does this mean a complete cessation of the initiative, or can it be implemented in another format?
- The idea came from the Ministry of Internal Affairs. It was planned to stop drivers and check their knowledge of traffic rules. If a driver cannot demonstrate sufficient knowledge, their license would be revoked with a subsequent requirement to retake the test.
I believe that the method has a right to exist in general. However, in my opinion, it is too early to introduce it now. First of all, it is necessary to ensure the complete training of GUOBDD employees. It is known that among inspectors there are those who are not entirely confident in their knowledge of the rules. Therefore, this initiative should only be revisited when our inspectors are professionally ready.
The goal of this measure is to reduce the number of traffic accidents. I constantly emphasize that the increase in accidents is related to those who previously obtained licenses without training. This leads to tragedies and injuries among our citizens. Checking knowledge is one way to address this problem. Our society often speaks of "lustration." This can also be viewed as an element of "lustration."
We have conducted a cleansing in the upper echelons of power over the past five years and have practically completed this process. Now it is time to pay attention to other areas. How else can we bring order to this field? If we remain inactive towards violators, the number of accidents will only grow. People will die or become disabled. Therefore, it is necessary to focus on this area.
Now the purchase of driver's licenses will become practically impossible. The state has taken this issue under strict control. We must make those who previously bought licenses study the rules. Only then will the roads of Kyrgyzstan become safer.
