The Committee of the Jogorku Kenesh on constitutional legislation, state structure, local self-government, and regulations has reviewed the draft laws aimed at amending the Law "On the Regulations of the Jogorku Kenesh" and the constitutional law "On the Central Commission for Elections and Referendums of the Kyrgyz Republic" in the first reading.

The authors of the initiative are deputies Marlen Mamataliyev, Talant Mamytov, Akylbek Tumonbaev, Dastanbek Jumabekov, Nurbek Sydygaliev, and Talaybek Masabirov.

According to deputy Nurbek Sydygaliev, these draft laws are aimed at optimizing the composition of the CEC and improving the procedure for forming the commission, which will allow for more efficient and high-quality conduct of elections and referendums. In particular, it is proposed to reduce the number of CEC members from twelve to eight.

He also added that during the second reading, changes regarding the composition of the CEC of eight members will be proposed.

Deputy Gulnara Akimbaeva emphasized the importance of preventing a situation of "equal votes" when making decisions on key issues, which will ensure a balance of representation and increase the transparency of the commission's work.

Dastan Bekeshev raised the issue of the need to define clear criteria and requirements for CEC members in the draft law.

Kubanychbek Samakov asked CEC chairman Tynchtyk Shainazarov whether the commission would be able to effectively conduct elections with the proposed composition.

Shainazarov responded that the changes proposed in the draft law would ensure transparency and efficiency in the electoral process.
